Treaty Change - Fördragsändring 2010


Sure, the national and local governments of Europe will be allowed to keep a few inconsequential quirks. Those are good for tourism, after all. But anything important will be a candidate for centralized regulation.

It’s simply stunning that this revolution in the European political system is about to take place under the guise of a “limited treaty change”
that European officials say will not require the votes of member states. It’s hard to believe that anyone truly thinks this is minor;
more likely the EU officials are just frightened that the peoples of Europe will not accept the new regime. Better to impose it before the people can oppose it.

And what did the European Union’s leaders come up with after high-level talks in Brussels? A two-line treaty amendment.
It’s crazy. It might be the case that the euro isn’t worth saving.
This column has certainly argued that it has turned into a bankruptcy machine.
But given that no one is contemplating that yet, it would surely make sense to come up with a credible plan for salvaging the euro.

- Det ska ligga i linje med vad som kallas ett förenklat förfarande. Det bygger på att man kan fatta beslut på några få månader. Det kräver fortsatt ratifikation i alla 27 medlemsländer, men det behövs inga konvent ihop med EU-parlamentet eller folkomröstningar.

Merkel cast the permanent rescue mechanism as a clear expression of increasing solidarity within the EU.
"This is another step in the direction of economic government," she said.

Now the EU's leaders will have to sell the new crisis mechanism to their own electorates.
The new mechanism is supposed to take effect in January 2013, and a lot can go wrong between now and then.
The amendment to the Lisbon Treaty will have to be ratified by 27 parliaments, after all.

- Det är den bedömning som har gjorts, tillägger han och hänvisar till konsultationer mellan EU:s ordförande Herman Van Rompuy och alla enskilda EU-länder.

- Alla juridiska experter har kommit fram till samma sak. Det här bör kunna göras med en förenklade proceduren.

Statsministern har lovat väljarna en folkomröstning. Men en bättre variant hade varit att partierna i god tid före valdagen den 15 september redovisat för väljarna var de står. Då kunde folkomröstningsproceduren bli överflödig och den nyvalda riksdagen besluta på egen hand och med respekt för folkviljan om en anslutning.

Om en folkomröstning ändå blir oundviklig bör den äga rum först när det finns en betryggande majoritet för en svensk anslutning till den europeiska valutan. Det kan inträffa fortare än många tror, när det nu också i verkligheten går att handla för euro till och med i Konsum.
